Beginning July 3, 1930, the Secretary of the Army may use direct allotments from certain appropriations to remove drift from New York Harbor and tributaries. The work must be a separate project.
On and after July 3, 1930, the Secretary of the Army may make direct allotments from appropriations for maintaining and improving existing river and harbor works, or from another available appropriation, to collect and remove drift in New York Harbor and its tributary waters. From that date, the work must be treated as a separate and distinct project.
On and after July 3, 1930, direct allotments from appropriations for maintenance and improvement of existing river and harbor works or other available appropriation may be made by the Secretary of the Army for the collection and removal of drift in New York Harbor and its tributary waters, and this work on and after July 3, 1930, shall be carried as a separate and distinct project.
