The Federal Government may build additional roads giving access to otherwise inaccessible parts of levee lines, if the Chief of Engineers allows it and funds are available.
Besides roads the United States was already required to build in connection with floodways, the Federal Government may, if the Chief of Engineers decides to do so and available funds permit, build additional roads to give access to portions of the levee lines that cannot otherwise be reached.
In addition to the construction by the United States of roads in connection with floodways as heretofore provided, the Federal Government may, in the discretion of the Chief of Engineers, and within the limits of available funds, construct additional roads to afford access to those portions of the levee lines not otherwise accessible.
