This section limits entities established under the chapter to civil-justice matters that directly and substantially concern criminal justice or are inseparably connected with it.
Authority of any entity established under this chapter must extend to civil justice matters only to the extent that such civil justice matters bear directly and substantially upon criminal justice matters or are inextricably intertwined with criminal justice matters.
