States must use their allotments for law-enforcement scholarships and certain student jobs. The Director pays a federal share, administers the programs, and sets rules; limits apply to the federal share and administrative costs.

(a) Use of allotment. (1) In general. A State that receives an allotment under section 12572 must use it to pay the Federal share of: (A) scholarships for law-enforcement personnel who want more education; and (B) either (i) full-time summer jobs or (ii) part-time jobs of no more than 20 hours a week for no more than 1 year. (2) Employment. State and local law-enforcement agencies must provide these jobs to high-school juniors or seniors and students in higher education who are interested in a law-enforcement career. The jobs may not be law-enforcement positions. They must involve meaningful tasks that show students what law-enforcement agencies do. (b) Payments; Federal share; non-Federal share. (1) Subject to available appropriations, the Director must pay each eligible State the Federal share of the activities in its application under section 12576. (2) The Federal share may not exceed 60 percent. (3) The rest of the scholarship and student-employment costs must come from non-Federal sources. (c) Responsibilities of Director. The Director administers these programs and, after consulting the Assistant Secretary for Postsecondary Education, must issue rules to carry out this part. (d) Administrative expenses. A State may reserve no more than 8 percent of its allotment for administration. (e) Special rule. Each scholarship recipient must receive the same pay, benefits, and rights under labor agreements and State and local law as other law-enforcement personnel of the same rank and tenure in the recipient’s office. (f) Supplementation of funding. These funds may supplement, but may not replace, Federal, State, or local recruitment and education efforts for law-enforcement personnel.
