34 U.S.C. § 20145 — Elimination of barriers

This section removes two barriers that could stop trafficking survivors and homeless youth from getting identification. (a) Minors. A federal agency cannot require a trafficking survivor under age 18, or a homeless youth, to get a parent's or guardian's consent or signature before receiving a copy of a government-issued ID card that was already issued to them. (b) Fees. A federal agency also cannot charge a survivor of human trafficking, or a homeless youth, any fee to get a copy of a government-issued ID card issued to them. This keeps cost from becoming another obstacle to getting identification these survivors and youth need.
