Congress can appropriate whatever money the Attorney General needs to carry out this Act. That includes reimbursing federal courts for reasonable costs they incur implementing the Act.
Congress authorized whatever amount of money is necessary for the Attorney General to carry out this Act -- including reimbursing the federal courts for reasonable costs they incur in implementing it, as the Attorney General determines.
There are authorized to be appropriated to the Attorney General to carry out this Act (including to reimburse the Federal judiciary for any reasonable costs incurred in implementing such Act, as determined by the Attorney General) such sums as may be necessary.
