35 U.S.C. § 188 — Rules and regulations, delegation of power

This section names several officials who can each make their own rules under this chapter: the Atomic Energy Commission, the secretary of a defense department, the head of any other government department or agency the President has named a defense agency of the United States, and the Secretary of Commerce. Each one can write rules and regulations separately — they don't need to agree with each other or issue rules jointly. The rules must help that official's own department or agency carry out this chapter. Each of these officials can also delegate — hand off — any power this chapter gives them to someone else.
