The Patent and Trademark Office processes international patent applications under the treaty's rules when it acts as a Receiving Office or Examining Authority. An applicant who misses a deadline on an international application may still be excused, if the treaty and regulations allow it.

(a) The Patent and Trademark Office must process international applications according to the treaty, its Regulations, and this title, whenever the Office is acting as a Receiving Office, an International Searching Authority, or an International Preliminary Examining Authority. (b) If an applicant fails to act within a required deadline connected to an international application, that failure can be excused, but only to the extent the treaty and the Regulations allow it.
