36 U.S.C. § 101 — American Heart Month

The President is asked to declare February American Heart Month each year. State and territory leaders are invited to do the same. The proclamation should also urge Americans to fight heart and blood vessel disease.
This section asks, but doesn't require, the President to issue a yearly proclamation with three parts. (1) The proclamation should name February as American Heart Month. (2) It should invite the chief executive officers of the states, territories, and possessions of the United States to also issue proclamations naming February as American Heart Month. (3) It should urge people across the country to recognize heart and blood vessel disease as a nationwide problem, and to support all the essential programs needed to solve it.
The President is requested to issue each year a proclamation—
designating February as American Heart Month;
inviting the chief executive officers of the States, territories, and possessions of the United States to issue proclamations designating February as American Heart Month; and
urging the people of the United States to recognize the nationwide problem of heart and blood vessel diseases and to support all essential programs required to solve the problem.
