The Red Cross must set up an Office of the Ombudsman, with duties set by its bylaws or the board. Each year, that office must report to specific Senate and House committees about trends and systemic problems facing the corporation.
(a) Establishment. The corporation must establish an Office of the Ombudsman. Its duties and responsibilities are set by the bylaws or by a resolution of the board of governors.
(b) Report.
(1) In general. Each year, the Office of the Ombudsman must submit a report to the appropriate Congressional committees, covering any trends and systemic issues it has identified facing the corporation.
(2) Appropriate congressional committees. For purposes of this report, the appropriate committees are: (A) in the Senate — the Committee on Finance; the Committee on Foreign Relations; the Committee on Health, Education, Labor, and Pensions; the Committee on Homeland Security and Governmental Affairs; and the Committee on the Judiciary; and (B) in the House of Representatives — the Committee on Energy and Commerce; the Committee on Foreign Affairs; the Committee on Homeland Security; the Committee on the Judiciary; and the Committee on Ways and Means.
The corporation shall establish an Office of the Ombudsman with such duties and responsibilities as may be provided in the bylaws or a resolution of the board of governors.
The Office of the Ombudsman shall submit annually to the appropriate Congressional committees a report concerning any trends and systemic matters that the Office of the Ombudsman has identified as confronting the corporation.
For purposes of paragraph (1), the appropriate Congressional committees are the following committees of Congress:
The appropriate Congressional committees of the Senate are—
the Committee on Finance;
the Committee on Foreign Relations;
the Committee on Health, Education, Labor, and Pensions;
the Committee on Homeland Security and Governmental Affairs; and
the Committee on the Judiciary.
The appropriate Congressional committees of the House of Representatives are—
the Committee on Energy and Commerce;
the Committee on Foreign Affairs;
the Committee on Homeland Security;
the Committee on the Judiciary; and
the Committee on Ways and Means.
