The Civilian Marksmanship Program must put youth first. It should favor activities that teach firearms safety, training, and competition to young people. The program should try to reach as many youth as it can.
When running the Civilian Marksmanship Program, the corporation must give priority to activities that benefit youth firearms safety, training, and competition. It must try to reach as many young participants as possible.
In carrying out the Civilian Marksmanship Program, the corporation shall give priority to activities that benefit firearms safety, training, and competition for youth and that reach as many youth participants as possible.
