This law lets uniformed service members put money into the Thrift Savings Plan, a retirement savings program. It defines who counts as a 'member,' explains when leaving active duty counts as a 'separation' from the plan, and sets rules for repaying loans taken from a member's account.

(a) Definition. In this section, "member" means a member of the uniformed services serving on active duty, and a member of the Ready Reserve or the Space Force in any pay status. (b) Authority. Any member can participate in the Thrift Savings Plan, following the rules in section 8440e of title 5. (c) Rule of Construction Regarding Separation. For purposes of subchapters III and VII of chapter 84 of title 5, two situations count as the member "separating" from government employment, for a member participating in the Thrift Savings Plan under section 8440e: (1) Being released from active duty — unless, within 31 days after that release takes effect, the member either resumes active duty, or takes a position covered by chapter 83 or 84 of title 5, or an equivalent retirement system the Executive Director identifies by regulation. (2) Being transferred to inactive status, or to a retired list under any provision of title 10. (d) Repayment of Amounts Borrowed From Member Account. If a loan is issued to a member under section 8433(g) of title 5, from funds in the member's Thrift Savings Plan account, repayment of that loan can be required on the same twice-a-month schedule used for contributions to the Thrift Savings Fund on the member's behalf under section 1014(c) of this title.
