The Secretary may create a program to provide counseling to a veteran who was a prisoner of war. The counseling must help the veteran overcome the psychological effects of detention or internment, and is subject to Department facility limits.
The Secretary* may establish a program under which, when a former-prisoner-of-war veteran* asks, the Secretary provides counseling within the limits of Department* facilities. The counseling must help the veteran overcome the psychological effects of being detained or interned as a prisoner of war.
The Secretary* may establish a program under which, upon the request of a veteran* who is a former prisoner of war*, the Secretary, within the limits of Department* facilities, furnishes counseling to such veteran to assist such veteran in overcoming the psychological effects of the veteran’s detention or internment as a prisoner of war.
