38 U.S.C. § 3114 — Vocational rehabilitation outside the United States

The Secretary may provide a vocational rehabilitation program outside the United States under prescribed regulations. The Secretary must find that the training is necessary for the veteran’s employability and is in the veteran’s and Government’s best interests.
Under regulations the Secretary* prescribes, a vocational rehabilitation program* under this chapter may be provided outside the United States if the Secretary determines that the training: (1) is necessary in that particular case to prepare the veteran* for employability and to help the veteran obtain and keep suitable employment; and (2) is in the best interests of the veteran and the Federal Government.
Under regulations which the Secretary* shall prescribe, a vocational rehabilitation program* under this chapter may be provided outside the United States if the Secretary determines that such training is (1) necessary in the particular case to provide the preparation needed to render a veteran* employable and enable such veteran to obtain and retain suitable employment, and (2) in the best interest of such veteran and the Federal Government.
