The Secretary can accept free services for any law the Department runs. The Secretary can also hire private people or agencies for necessary work, including translators. The Secretary can rent vehicles or aircraft for official travel when that saves money or works better.
This section gives the Secretary* broad power to get outside help running the Department*.
For purposes of all laws the Department administers, the Secretary may accept uncompensated — unpaid, volunteer — services. The Secretary may also enter into contracts or agreements with private or public agencies or people for necessary services the Secretary considers practicable, including personal services, and including contracts for translators' services, without regard to any other law that might otherwise apply to that.
The Secretary may also enter into contracts or agreements with private companies or public agencies to hire passenger motor vehicles or aircraft for official travel, whenever, in the Secretary's judgment, doing so serves efficiency or economy.
The Secretary* may, for purposes of all laws administered by the Department*, accept uncompensated services, and enter into contracts or agreements with private or public agencies or persons (including contracts for services of translators without regard to any other law), for such necessary services (including personal services) as the Secretary may consider practicable. The Secretary may also enter into contracts or agreements with private concerns or public agencies for the hiring of passenger motor vehicles or aircraft for official travel whenever, in the Secretary’s judgment, such arrangements are in the interest of efficiency or economy.
