Purpose; definitions. This section states the applicable rules, duties, definitions, or restrictions.

(a) Congress states that the outreach-services program exists to ensure that all veterans—especially recently discharged or released members of the active military, naval, air, or space service or reserve components, and people eligible for readjustment or other benefits and services under Department-administered laws—receive timely, appropriate help applying for and obtaining those benefits and services. The goal is to help them quickly adjust socially and economically to civilian life and obtain a higher standard of living for themselves and their dependents. The program also gives the Department an affirmative duty to seek out eligible veterans and dependents and provide these services. (b) (1) “Outreach” means systematically reaching out to proactively give information, services, and benefits counseling to veterans and to veterans’ spouses, children, and parents who may qualify for benefits under laws administered by the Secretary, so they are fully informed and receive help applying. (2) “Other governmental programs” includes every program under State or local law and every Federal program other than one authorized by this title. (3) “Eligible dependent” means a spouse, surviving spouse, child, or dependent parent of someone who served in active military, naval, air, or space service.
