(b)(1) With the Defense Secretary, the Secretary must (A) collect current contact information during transition or separation counseling and explain the program; (B) call every veteran*, regardless of separation type or service characterization, three times in the first year; (C) provide program information online and in Department materials, especially transition booklets; (D) quality-test calls for individual tailoring; (E) prioritize veterans who used mental-health resources before separation; (F) tailor information for women veterans’ health and benefit needs; (G) when feasible, provide State* and local-resource information, including Vet Centers and veterans service organizations; and (H) collect and analyze effectiveness data. (2) The Secretary may encourage alternate contacts for unavailable transitioning members and follow missed calls with tailored mailings. (3) “Vet Center” has the meaning in section 1712A(h). “Veterans service organization” means an organization recognized under section 5902; this section does not otherwise define either term.
