This law lets the VA Secretary run a scholarship program for VA employees. It's called the Department of Veterans Affairs Employee Incentive Scholarship Program. The goal is to help the Veterans Health Administration fill hard-to-staff health jobs.

The Secretary of Veterans Affairs may run a scholarship program, as part of the larger Educational Assistance Program described elsewhere in this subchapter. This scholarship program is called the Department of Veterans Affairs Employee Incentive Scholarship Program. Its purpose is to help the Veterans Health Administration meet its staffing needs. It does this by creating an incentive program for people who already work in the Veterans Health Administration, targeted at health professional jobs where it's hard to recruit or keep qualified staff.
