38 U.S.C. § 8507 — Payment of small shipping charges

The Secretary may pay to mail or ship a deceased veteran's unclaimed property to its rightful owner. This applies once someone files a proper claim under this subchapter. The payment cannot exceed $25 per veteran.
When the Department* receives a proper claim for a deceased veteran's property under this subchapter, the Secretary* may choose to pay the mailing or shipping charges to send that property to the claimant. This is discretionary — the Secretary decides whether to pay it, following regulations the Secretary writes. The payment cannot go over $25 for any one deceased veteran*, no matter how many items are involved or what the actual shipping costs are.
Upon receipt of a proper claim for such property under the provisions of this subchapter the Secretary* is hereby authorized, in the Secretary’s discretion and in accordance with regulations prescribed by the Secretary, to pay mailing or shipping charges not to exceed $25 in the case of each deceased veteran* as hereinabove defined.
