Executive departments, agencies, independent establishments, and other authorized users must account for all penalty-mail covers through the Postal Service.
Executive departments and agencies, independent Government establishments, and organizations and people authorized by law to use penalty mail must account for every penalty-mail cover through the Postal Service.
Executive departments and agencies, independent establishments of the Government of the United States, and organizations and persons authorized by law to use penalty mail, shall account for all penalty covers through the Postal Service.
