Mail sent under the cited provisions for blind or other handicapped people must carry a specified marking in the upper-right part of the address area.
All matter for blind or other handicapped people mailed under section 3403 or 3404 of this title must have the words “Free Matter for the Blind or Handicapped,” or words with the same effect specified by the Postal Service, in the upper-right corner of the address area.
All matter relating to blind or other handicapped persons mailed under section 3403 or 3404 of this title, shall bear the words “Free Matter for the Blind or Handicapped”, or words to that effect specified by the Postal Service, in the upper right-hand corner of the address area.
