39 U.S.C. § 402 — Delegation of authority

The Postal Service's Board of Governors can delegate most of its powers to the Postmaster General. It cannot delegate powers that belong specifically to the Governors, not the Board. The Board can also create committees, delegate powers to them, and the Governors can revoke any delegation.
This section explains how the Postal Service's Board of Governors can hand off its powers.
The Board may delegate the authority it holds to the Postmaster General, on whatever terms, conditions, and limits the Board decides are desirable — including the power to let the Postmaster General re-delegate that authority further. This does not cover powers, duties, or obligations that are specifically given to the Governors themselves, as opposed to the Board of Governors as a whole; those cannot be delegated this way.
The Board may also set up its own committees and give them whatever powers the Board decides are appropriate to help the Board carry out its functions and duties.
Any delegation to the Postmaster General or to a committee must still be consistent with the other rules in this title. Delegating a power does not let the Board off the hook: the Board remains fully responsible for making sure its duties and functions are actually carried out. Finally, the Governors — using their own judgment — can revoke any delegation at any time.
Except for those powers, duties, or obligations specifically vested in the Governors, as distinguished from the Board of Governors, the Board may delegate the authority vested in it to the Postmaster General under such terms, conditions, and limitations, including the power of redelegation, as it deems desirable. The Board may establish such committees of the Board, and delegate such powers to any committee, as the Board determines appropriate to carry out its functions and duties. Delegations to the Postmaster General or committees shall be consistent with other provisions of this title, shall not relieve the Board of full responsibility for the carrying out of its duties and functions, and shall be revocable by the Governors in their exclusive judgment.
