The Postal Service may make deals with other countries to exchange money through postal orders. It sets the limits on how much money can be exchanged. It also sets the exchange rates used.
This section lets the Postal Service make arrangements with other countries for exchanging money through postal orders. These arrangements happen under postal conventions — agreements between countries about mail service — that already exist or that might be made later. The Postal Service decides the limits on how much money can be exchanged this way. It also sets the exchange rates used for these swaps.
The Postal Service may make arrangements with other governments, with which postal conventions are or may be concluded, for the exchange of sums of money by means of postal orders. It shall fix limitations on the amount which may be so exchanged and the rates of exchange.
