This law tells the Government Publishing Office to print and bind official records about U.S. Territories. Copies go to historical groups and libraries chosen by governors, to the National Archives, and to others as the Joint Committee on Printing directs. Only qualifying groups keep receiving later volumes, and governors can update their choices.

(a) The Director of the Government Publishing Office must print and bind each volume of the official papers about the Territories of the United States, as this chapter requires. These volumes are distributed as follows: (1) 420 copies go to the Superintendent of Documents at the Government Publishing Office, to hand out one copy each — up to eight per State, Territory, or Possession — to historical associations, commissions, museums, libraries, or other nondepository libraries that the Governor of that State, Territory, or Possession has chosen, as directed by the Archivist; (2) 100 copies go to the National Archives and Records Administration for its own use; and (3) 100 copies go to the Superintendent of Documents to distribute however the Joint Committee on Printing decides. (b) The historical associations, commissions, museums, or libraries chosen by a Governor to receive these publications keep receiving each new volume for as long as they exist. The Superintendent of Documents handles that ongoing distribution, following lists of chosen recipients sent by the Archivist. A Governor may name a new recipient to the Archivist only when a previously chosen group stops existing, or when the law otherwise allows it.
