40 U.S.C. § 101 — Purpose

This section explains the purpose of this part of the law: to give the Federal Government an economical and efficient system for four kinds of activity. (1) Procuring and supplying property and services. This covers buying and supplying property and non-personal services, along with related work such as contracting, inspecting, storing, issuing supplies, writing specifications, identifying and classifying items, managing transportation and traffic, setting up motor-vehicle pools for government staff and property in certain areas, managing public utility services, repairing and converting equipment, setting inventory levels, creating forms and procedures, and representing the government before federal and state regulators. (2) Using property the government already has. (3) Disposing of surplus property the government no longer needs. (4) Managing government records.
