40 U.S.C. § 14510 — Drug abuse mitigation initiative

(a) In General. The Commission may give technical assistance, grants, contracts, or other funding to individuals or entities in the Appalachian region for projects and activities to address drug abuse, including opioid abuse, in the region — including projects to: (1) share best practices among states, counties, and other experts on reducing such abuse; (2) start or expand programs designed to reduce the harm such abuse does to the region's workforce and economic growth; (3) attract and keep needed health care services, businesses, and workers; and (4) develop relevant infrastructure, including broadband infrastructure that supports telemedicine. (b) Limitation on Available Amounts. Funding for a qualifying activity is capped at: (1) 50 percent of cost normally; and (2) despite that cap — (A) up to 80 percent in a county with a "distressed" designation under section 14526, and (B) up to 70 percent in a county with an "at-risk" designation under section 14526. (c) Sources of Assistance. Subject to subsection (b), a grant can combine this section's money with (1) any other federal program, subject to further appropriations being available, or (2) any other source. (d) Federal Share. Even if another federal law caps the federal share of a project's cost, this section's money can raise that share as much as the Commission decides is appropriate.
