40 U.S.C. § 8107 — Advertisements and sales in or around Washington Monument

No one can display advertisements or sell anything in or around the Washington Monument. The only exception is with written permission from the Director of the National Park Service.
This is a simple ban: unless the Director of the National Park Service gives written authority, no one may display any kind of advertisement, or sell any kind of item, in or around the Washington Monument.
Except on the written authority of the Director of the National Park Service, advertisements of any kind shall not be displayed, and articles of any kind shall not be sold, in or around the Washington Monument.
