41 U.S.C. § 111 — Procurement

This law defines "procurement" for this subtitle. It covers every stage of getting property or services, from figuring out a need to finishing and closing out the contract.
In this subtitle, "procurement" means every step of acquiring property or services — starting with deciding that property or services are needed, and ending when the contract is completed and closed out.
In this subtitle, the term “procurement” includes all stages of the process of acquiring property or services, beginning with the process for determining a need for property or services and ending with contract completion and closeout.
