When supplies have been solicited, respondents must be told when and where bids will be opened and may attend personally or through an attorney. A record of every bid must be made at the opening.
When proposals for supplies have been solicited, each responding party must be notified of the time and place where bids will be opened and allowed to attend personally or through an attorney. A record of each bid must be made at that time and place.
Whenever proposals for supplies have been solicited, the parties responding to the solicitation shall be notified of the time and place of the opening of the bids, and be permitted to be present either in person or by attorney. A record of each bid shall be made at the time and place of the opening of the bids.
