This section addresses new spending authority; amounts provided in advance. It states the duties, permissions, limits, definitions, and procedures that apply to that subject.
Any new spending authority described in subsection (c)(2)(A) or (B) of section 651 1 of title 2 which is provided under this chapter must be effective for any fiscal year only to such extent or in such amounts as are provided in advance in appropriations Acts.
