The Secretary carries out this subchapter through the Administrator of the Substance Abuse and Mental Health Services Administration. The Secretary must issue final regulations for this subchapter and subchapter III within the stated time.
(a) In general The Secretary* must carry out this subchapter through the Administrator* of the Substance Abuse* and Mental Health Services Administration. (b) Regulations by 6 months after November 27, 1991 , the Secretary must promulgate final regulations to carry out this subchapter and subchapter III.
The Secretary* shall carry out this subchapter through the Administrator* of the Substance Abuse* and Mental Health Services Administration.
Not later than 6 months after November 27, 1991, the Secretary shall promulgate final regulations to carry out this subchapter and subchapter III.
