Except for section 11004, this chapter does not apply to transportation of covered substances or chemicals, including connected storage and natural-gas transportation and distribution.
Except as section 11004 provides, this chapter does not apply to transportation, including storage connected with transportation, of a covered substance or chemical, including transportation and distribution of natural gas.
Except as provided in section 11004 of this title, this chapter does not apply to the transportation, including the storage incident to such transportation, of any substance or chemical subject to the requirements of this chapter, including the transportation and distribution of natural gas.
