The Secretary must make grants to States and local governments, and in specified reallocations to nonprofit organizations, for activities listed in section 11374.
The Secretary* must make grants to States and local governments (and to private nonprofit organizations providing assistance to persons experiencing homelessness or at risk of homelessness*, in the case of grants made with reallocated amounts) for the purpose of carrying out activities described in section 11374 of this title .
