The Commissioner must consult and cooperate with other federal agencies running programs related to this chapter's purpose. Where practical, the Commissioner should use interagency agreements to make that cooperation happen.
(a) The Commissioner* must consult and cooperate with the heads of all appropriate federal agencies and departments running programs or services substantially related to this chapter's purpose.
(b) Where practical, the Commissioner must use interagency agreements to make that cooperation happen.
The Commissioner* shall consult and cooperate with the heads of all appropriate Federal agencies or departments administering programs or services that are substantially related to the purposes of this chapter.
To the extent practicable, the Commissioner shall facilitate cooperation through the entering into of interagency agreements.
