The Secretary may fund research and reports to advance this subchapter's housing goals. This includes studying how public policy affects the supply of energy-efficient affordable housing. Government agencies and mortgage finance corporations also count as eligible organizations here.

The Secretary may support research, and publish reports, through contracts with eligible organizations and other means, to help achieve this subchapter's purposes. That research may include an ongoing study of how public policies at the federal, state, and local level — alone and together — affect the incentive to build and keep energy-efficient affordable housing, especially in areas with severe affordability problems, through cost-saving building technology and construction techniques. For this section, federal agencies, government-sponsored mortgage finance corporations, and qualified research organizations count as eligible organizations, in addition to those already listed in section 12783.
