Congress pre-approves states making agreements to cooperate on interstate housing activities. States can set up joint agencies to carry out these agreements. None of this can conflict with any U.S. law.
Congress gives its consent in advance for any two or more states to enter into agreements or compacts — as long as they don't conflict with any U.S. law — for cooperating and helping each other with activities authorized under this subchapter, when those activities touch interstate areas and localities within those states. States may also set up joint or other agencies they think are needed to make these agreements and compacts work.
The consent of the Congress is hereby given to any two or more States to enter into agreements or compacts, not in conflict with any law of the United States, for cooperative efforts and mutual assistance in support of activities authorized under this subchapter as they pertain to interstate areas and to localities within such States, and to establish such agencies, joint or otherwise, as they may deem desirable for making such agreements and compacts effective.
