The Secretary must issue rules for this part within 180 days of funding becoming available. Those rules follow the normal notice process, and final regulations must follow within 8 months.
Within 180 days after money for this part first becomes available to spend, the Secretary* must issue, by notice, whatever requirements are needed to carry out this part. That notice process must follow section 553 of title 5. The Secretary must then issue full regulations, based on that initial notice, before 8 months after the notice is issued.
Not later than the expiration of the 180-day period beginning on the date that funds authorized under this part first become available for obligation, the Secretary* shall by notice establish such requirements as may be necessary to carry out the provisions of this part. Such requirements shall be subject to section 553 of title 5. The Secretary shall issue regulations based on the initial notice before the expiration of the 8-month period beginning on the date of the notice.
