The Secretary can give two kinds of grants under this part. Planning grants help applicants design a homeownership program, and implementation grants help them carry it out.
The Secretary* may make: (1) planning grants, to help applicants design homeownership programs under this part; and (2) implementation grants, to help applicants carry out homeownership programs under this part.
The Secretary* is authorized to make—
planning grants to help applicants develop homeownership programs in accordance with this part; and
implementation grants to enable applicants to carry out homeownership programs in accordance with this part.
