This section creates a biofuels user facility to speed industry adoption of biofuels technology. It also funds a university program on making diesel fuel from vegetable oils or animal fats. That program checks whether growing oilseed crops for fuel makes economic sense.

(a) The Secretary must set up a biofuels user facility to speed up industry's adoption of biofuels technology, including making alcohol fuel from biomass. (b) The Secretary, through universities and colleges the Secretary decides are qualified, must run a program, following sections 13541 and 13542, on making and using diesel fuel from vegetable oils or animal fats. The program must study: (1) whether it's economically realistic to grow oilseed crops for biofuels; and (2) setting up a mobile small-scale oilseed pressing and esterification unit, and a stationary small-scale commercial one.
