Every year, along with the President's budget request, the Secretary of Energy must report to Congress on unspent committed and uncommitted Department funds from the prior year, explain what they're for, and describe how that affects the new budget request. The Secretary also had to define the relevant terms for Congress within 90 days.
(a) Report: Along with each of the President's annual budget requests, the Secretary* must send Congress a report that (1) states how much Department of Energy money was, as of the end of the previous fiscal year, (A) committed but unspent ("committed uncosted obligations"), and (B) not committed and unspent ("uncommitted uncosted obligations"); (2) specifically explains what all that money is meant for; and (3) explains how the information in the report affected the new budget request being submitted at the same time.
(b) Definitions: Within 90 days of October 24, 1992, the Secretary had to send Congress a report defining "uncosted obligation," "committed uncosted obligation," and "uncommitted uncosted obligation" for use in the reports under subsection (a).
Along with the submission of each of the President’s annual budget requests to Congress, the Secretary* shall submit to Congress a report which—
identifies the amount of Department of Energy funds that were, as of the end of the previous fiscal year—
committed uncosted obligations; and
uncommitted uncosted obligations;
specifically describes the purposes for which all such funds are intended; and
explains the effect that information contained in the report has had on the annual budget request for the Department of Energy being simultaneously submitted.
Within 90 days after October 24, 1992, the Secretary shall submit a report to the Congress containing definitions of the terms “uncosted obligation”, “committed uncosted obligation”, and “uncommitted uncosted obligation” for purposes of reports to be submitted under subsection (a).
