Federal agencies must try to steer at least 10 percent of their competitively awarded contract and subcontract money under this Act to small businesses owned by disadvantaged individuals or women, historically Black colleges, colleges with large Hispanic or Native American enrollment, or qualified HUBZone small businesses. This section also defines the relevant terms by cross-reference to other laws.

(a) General rule: As much as practical, each agency head must try to spend at least 10 percent of the total competitively awarded contract and subcontract money under this Act (with some procurement-law exceptions listed) with: (1) small businesses controlled by socially and economically disadvantaged individuals or women; (2) historically Black colleges and universities; (3) colleges where more than 20 percent of students are Hispanic American or Native American; or (4) qualified HUBZone small businesses.
(b) Definitions: (1) "Small business concern" has the meaning in section 632 of title 15 — except that for contracts needing engineering services, the size standard used is the one for military and aerospace equipment and weapons. (2) "Socially and economically disadvantaged individuals" has the meaning in section 637(d) of title 15 and its related subcontracting regulations. (3) "Qualified HUBZone small business concern" has the meaning given in section 632(p) of title 15.
