This section states the goals of the Department of Energy's clean coal program. The program aims to promote national energy policy through greater coal use, cut the financial risk and cost of clean coal power, and improve clean coal's environmental performance.
The purposes of this subchapter are to—
promote national energy policy and energy security, diversity, and economic competitiveness benefits that result from the increased use of coal;
mitigate financial risks, reduce the cost of clean coal generation, and increase the marketplace acceptance of clean coal generation and pollution control equipment and processes; and
facilitate the environmental performance of clean coal generation.
