This part provides allotments supporting a State Council on Developmental Disabilities in each State. Councils conduct advocacy, capacity building, and systemic change and help build coordinated, family- and consumer-directed community systems.
This part provides allotments for a Council in each State* to: (1) conduct advocacy, capacity building, and systemic change consistent with section 15001(b)’s purpose and section 15001(c)’s policy; and (2) help create a coordinated, comprehensive, consumer- and family-centered and directed system of community services, individualized supports*, and other assistance enabling self-determination, independence, productivity*, integration, and inclusion.
The purpose of this part is to provide for allotments to support State* Councils on Developmental Disabilities (referred to individually in this part as a “Council”) in each State to—
engage in advocacy, capacity building, and systemic change activities that are consistent with the purpose described in section 15001(b) of this title and the policy described in section 15001(c) of this title; and
contribute to a coordinated, consumer- and family-centered, consumer- and family-directed, comprehensive system of community services, individualized supports*, and other forms of assistance that enable individuals with developmental disabilities to exercise self-determination, be independent, be productive, and be integrated and included in all facets of community life.
