This section says the powers granted by the Act add to other existing powers. They do not replace or reduce those other powers unless the Act expressly says so.
Except as may be otherwise expressly provided in this Act, all powers and authorities conferred by this Act must be cumulative and additional to and not in derogation of any powers and authorities otherwise existing.
