42 U.S.C. § 15971 — Integrated coal/renewable energy system

(a) In general: If money is available, the Secretary may guarantee loans for a project that makes energy from coal under 7,000 Btu/lb, using advanced integrated gasification combined cycle technology, including rebuilding existing plants. The project must (1) combine with wind and other renewable sources; (2) minimize and try to capture carbon dioxide emissions; and (3) supply hydrogen for nearby fuel cell demonstrations. (b) Requirements: The facility (1) may be built in stages; (2) must produce a combined output of at least 200 megawatts, at increasingly competitive rates; and (3) must be located in the Upper Great Plains. (c) Technical criteria: The technical criteria in section 15962(b) of this title apply to this facility too. (d) Investment tax credits: (1) Getting a loan guarantee under this section does not stop the facility from also getting an investment tax credit allocation under section 48A of title 26. (2) Using that tax credit does not block the facility from using other clean coal program funding either.
