42 U.S.C. § 15977 — Department of Energy transportation fuels from Illinois basin coal

(a) In general: The Secretary must run a program to evaluate whether it's commercially and technically viable to produce Fischer-Tropsch and other transportation fuels from Illinois basin coal, including modifying existing facilities and building test facilities under subsection (b). (b) Facilities: To test different ways of making these fuels from Illinois basin coal, the Secretary must support modifying existing facilities and building new ones at (1) Southern Illinois University Coal Research Center; (2) University of Kentucky Center for Applied Energy Research; and (3) the Energy Center at Purdue University. (c) Gasification products test center: Along with the work in subsections (a) and (b), the Secretary must build a test center to confirm liquid and gas fuel products from syngas catalysis, aiming for an output of at least 500 gallons of Fischer-Tropsch fuel per day, running 24 hours. (d) Milestones: (1) Within 180 days after August 8, 2005, the Secretary must pick which processes to evaluate. (2) Within 1 year after August 8, 2005, the Secretary must offer agreements (A) to do the work described in this section at the subsection (b) facilities, and (B) to modify or build those facilities. (3) Within 3 years after August 8, 2005, the Secretary must begin evaluating the different processes at those facilities. (4)(A) The Secretary must build the subsection (b) facilities at the lowest practical cost. (B) The Secretary may give grants or sign agreements or contracts with the colleges named in subsection (b). (e) Cost sharing: Grants under this section must be cost-shared following section 16352 of this title. (f) Authorization of appropriations: Congress may spend $85,000,000 to carry out this section for fiscal years 2006 through 2010.
