This section directs the Energy Secretary to build a Complex Well Technology Testing Facility. It will be located at the Rocky Mountain Oilfield Testing Center and will expand the range of extended drilling technologies available.
This is one short, undivided provision. The Secretary*, working with industry leaders in extended research drilling technology, must set up a "Complex Well Technology Testing Facility" at the Rocky Mountain Oilfield Testing Center. Its purpose is to increase the range of extended drilling technologies that can be tested and developed.
The Secretary*, in coordination with industry leaders in extended research drilling technology, shall establish a Complex Well Technology Testing Facility at the Rocky Mountain Oilfield Testing Center to increase the range of extended drilling technologies.
