The Secretary must conduct fundamental research and development supporting programs under subchapter VIII. The program must support ways to generate hydrogen without natural gas.
(a) The Secretary* must conduct a program of fundamental research and development supporting programs authorized under subchapter VIII.
(b) The program must support methods of generating hydrogen without using natural gas.
The Secretary* shall conduct a program of fundamental research and development in support of programs authorized under subchapter VIII.
The program shall include support for methods of generating hydrogen without the use of natural gas.
