42 U.S.C. § 16357 — Strategy for facilities and infrastructure

(a) The Secretary^* must develop and carry out a facilities and infrastructure strategy for facilities and infrastructure supported mainly by the Offices of Science, Energy Efficiency and Renewable Energy, Fossil Energy, or Nuclear Energy, Science and Technology Programs at all National Laboratories and single-purpose research facilities. The strategy must provide cost-effective ways to maintain existing facilities, close unneeded ones, modify facilities, and build new ones. (b) With the President’s fiscal-year-2018 budget request, the Secretary must submit a report describing the strategy. For each National Laboratory and single-purpose facility mainly used for science and energy research, it must list proposed facility and infrastructure projects with costs and schedules; give a 10-year plan showing how facilities will be reconfigured for missions and long-term operating costs and returns; state^* the current total facilities and infrastructure budget; and show each project’s status against its original cost, schedule, and scope.
