42 U.S.C. § 16412 — Training guidelines for nonnuclear electric energy industry personnel

(a) In general: The Secretary^* of Labor, consulting with the Secretary of Energy and working with the electric industry and recognized employee representatives, must develop model personnel training guidelines to support the reliability and safety of the nonnuclear electric system.

(b) Requirements: These guidelines must, at minimum, include training requirements for workers who build, operate, inspect, or maintain nonnuclear electric generation, transmission, or distribution systems — covering competency, certification, and assessment, where assessment includes initial and ongoing evaluation of workers, recertification procedures, and methods for examining or testing whether someone is qualified to perform a covered task. The guidelines must also consolidate training guidelines that already exist when these guidelines are developed for constructing, operating, maintaining, and inspecting nonnuclear electric generation, transmission, and distribution facilities — such as guidelines from the National Electric Safety Code and other industry consensus standards.
